Lift Import Documentation Bangladesh: What to Prepare Before Shipment
A lift import file has to match across the supplier, bank, freight documents and customs declaration. This guide shows the papers to prepare, where mistakes usually start, and what to verify before the equipment leaves the factory.
Direct answer
Which documents are usually needed to import a lift into Bangladesh?
For a commercial lift import, the working file commonly includes the Proforma Invoice (PI), LC or other approved payment documents, commercial invoice, packing list, transport document such as the Bill of Lading, certificate of origin, insurance papers and the customs declaration or Bill of Entry. Importer registration, bank forms and product-specific papers may also apply.
The exact set is not identical for every shipment. A complete elevator shipped as one commercial package can create different classification and document questions from a shipment of separate lift parts. Confirm the final file with your Authorized Dealer bank and nominated C&F agent before shipment.
Document map
Build one file from specification to customs
Do not treat the paperwork as separate jobs. The model, quantities, values, Incoterm, shipment route and package count should tell the same story from the first PI to the Bill of Entry.
Technical scope and PI
Fix the lift scope enough to make the PI meaningful: lift type, model or configuration, stops, main equipment, quantity, price basis, delivery term and supplier details.
Bank and LC file
The bank file is built from the approved commercial terms. Keep LC wording practical for the documents the supplier and carrier can actually produce.
Shipment document pack
Commercial invoice, packing list, Bill of Lading or other transport document, certificate of origin and insurance papers should align with the bank terms and actual packages.
Customs declaration and clearance
The nominated C&F agent or importer uses the shipment file to prepare the Bill of Entry in the customs system. Additional permits or supporting documents depend on the goods and current rules.
Before the bank file
Start with a PI that matches the lift you are actually buying
The Proforma Invoice is more than a price sheet. It becomes a key reference for the bank and the later shipment file. If the technical scope is still changing, the document trail can start changing with it.
- Use a clear equipment description instead of vague wording such as “elevator items”.
- Check quantity, unit or package basis, currency and total value.
- Confirm the agreed Incoterm and named place or port.
- Keep supplier identity and beneficiary bank details consistent.
- Make sure the commercial scope matches the technical offer and agreed accessories.
Practical lift-import check: ask for a component and packing breakdown early. Elevator equipment often ships across many crates, so the commercial wording and packing plan should be easy to reconcile later.
LC document handoff
Keep LC terms tied to documents the shipment can support
The LC process belongs with the bank, but document quality starts with the buyer and supplier. If an LC asks for a paper, wording or date that the supplier cannot provide, the problem may appear only after shipment.
Before opening or amending the LC, compare the PI, technical offer, expected shipping method and required document set. This is also the point to confirm the HS code approach with the C&F agent rather than waiting until cargo arrives.
Bangladesh Bank import-payment guidance uses the IMP form and requires HS-code information. Your Authorized Dealer bank should confirm the current forms, endorsements and submission steps for the specific transaction.
Working checklist
Who prepares each lift import document?
Responsibility can vary by contract and import route. This table is a project-control view, not a substitute for bank or customs instructions.
| Document | Usually comes from | What to check before relying on it |
|---|---|---|
| Proforma Invoice (PI) | Supplier / exporter | Equipment description, quantity, value, currency, Incoterm, beneficiary details and agreed commercial scope. |
| LC / approved payment papers | Importer and Authorized Dealer bank | Terms match the PI and can be met by the supplier, carrier and document-issuing parties. |
| Commercial Invoice | Supplier / exporter | Final shipped goods, values and descriptions align with the LC or contract and the actual cargo. |
| Packing List / detailed packing list | Supplier / exporter | Crate count, gross/net weight, package marks and component descriptions reconcile with the shipment. |
| Bill of Lading / transport document | Carrier / freight forwarder | Consignee, notify party, ports, package count and shipping details match the commercial file. |
| Certificate of Origin | Competent issuing body in origin country | Origin and shipment details match the invoice and the declared goods. |
| Insurance paper / cover note | Insurer | Coverage and shipment details fit the agreed trade term and bank requirement. |
| Bill of Entry | C&F agent or importer through Customs system | HS code, description, value, origin and supporting documents reflect the imported goods and current rules. |
Shipping documents
Customs sees the paper trail as well as the cargo
Lift shipments are easy to describe badly because one elevator may arrive as many different crates: traction machine, controller, door equipment, guide rails, cabin materials, fixtures and other components.
The packing list should make that physical shipment understandable. Package marks, crate numbers, weights and descriptions should be usable by the freight forwarder, bank, C&F agent and project team without guesswork.
Before the vessel sails: reconcile the final commercial invoice, packing list, transport booking data and LC wording. Correcting a document before shipment is usually easier than explaining a mismatch after arrival.
HS code check
Verify the shipped form, not just the project name
Bangladesh Customs currently lists “Lifts and skip hoists” under HS 8428.10.00 and “Parts of lift, skip hoists or escalators” under HS 8431.31.00. That does not mean every elevator-related crate should automatically use one code.
A complete lift package, a split shipment and a spare-parts order can require different classification treatment. Confirm the intended code against the actual goods before the PI, LC and customs declaration are finalized.

Complete lift heading
Current Bangladesh Customs tariff wording: lifts and skip hoists. Final classification still depends on the goods presented for import.
Lift-part heading
Current tariff wording covers parts of lifts, skip hoists or escalators. Do not use a parts code only because equipment is packed in separate crates.
Classification reference checked 22 September 2026. Verify the current operative tariff, duties, taxes and any product-specific controls before each shipment.
Pre-shipment cross-check
Match the documents to the equipment before it leaves the factory
A document review is stronger when someone can compare it with the actual lift package. The aim is not to create extra paperwork. It is to catch simple differences while they are still easy to fix.
- Compare model and component descriptions with the approved technical offer.
- Match crate count and package marks to the final packing list.
- Check that major accessories included in the sale appear in the commercial scope.
- Confirm serial or model references where the supplier provides them.
- Keep inspection photos or records with the project file when available.
If the shipment scope changes after LC opening, ask the bank and C&F agent what needs amendment before accepting revised papers.
Avoidable delays
Where lift import paperwork often goes wrong
Most document problems are not technical mysteries. They are small inconsistencies that pass from one stage to the next.
PI and final invoice describe the goods differently
Use stable commercial descriptions and document any scope change before shipment.
Packing list cannot explain the crates
Crate numbers, weights, package marks and contents should be clear enough to reconcile with the physical cargo.
HS code is decided after the cargo is ready
Classification can affect the PI, bank file and customs declaration. Raise the question before shipment.
LC asks for documents nobody planned to issue
Check documentary conditions against real supplier, carrier and issuing-body capability.
Consignee, port or shipment details do not match
Cross-check the invoice, packing list, transport document and bank instructions as one set.
Bangladesh clearance
How the customs document stage fits together
Bangladesh Customs describes an import process in which the carrier or shipping agent submits manifest data, then the nominated C&F agent or importer files the goods declaration, commonly called the Bill of Entry, through ASYCUDA World.
The carrier or relevant transport party provides the import manifest information.
The importer or nominated C&F agent declares the goods using the shipment and commercial documents.
Customs assesses the declaration and may require examination or further supporting papers depending on the case.
Duties, taxes, approvals and release steps depend on the tariff treatment and rules in force for that shipment.
Prepare for review
What to send for a useful lift import document discussion
You do not need a perfect file before asking for help. Share the documents and project details already available, then identify what is missing before the shipment moves forward.
Common questions
Lift import document questions
These answers are practical guidance. Bank, customs and product-specific requirements should be confirmed for the actual shipment.
Is a Proforma Invoice the same as a Commercial Invoice?
No. The PI is normally used before shipment to set out the proposed sale and support the import/payment process. The commercial invoice reflects the goods and value for the actual shipment.
Do all elevator crates use the same HS code?
Not automatically. Bangladesh Customs lists separate tariff headings for lifts and for lift parts. The correct classification depends on the goods as imported, so confirm the treatment before shipment.
Who submits the Bill of Entry in Bangladesh?
Bangladesh Customs states that the nominated C&F agent or the importer can prepare and submit the goods declaration through ASYCUDA World after manifest information is available.
Should LC terms be fixed before the lift scope is clear?
It is safer to stabilize the commercial and technical scope first. If model, value, shipment route or required documents change later, the bank may need to advise on amendment steps.
Can this checklist replace advice from my bank or C&F agent?
No. It is a planning guide. Use the latest Bangladesh rules and confirm the shipment-specific documents, classification, duties and banking requirements with the responsible professionals.
Before the shipment moves
Review the lift scope and document chain together
Share the PI, technical offer and current import plan. A useful review can identify missing information before it becomes a bank, freight or customs problem.
